Manager QAQC and DC at MMC Pembetungan Langat Sdn. Bhd.

Project Title :

CADANGAN PEMBINAAN LANGAT CENTRALISED SEWERAGE TREATMENT PLANT (CSTP) DAN PENYAMBUNGAN RANGKAIAN PAIP PEMBETUNGAN DI KAWASAN TADAHAN LEMBANGAN SUNGAI LANGAT SECARA REKA DAN BINA.

When I joined this company in August 2018, this project is already 80% completion. This project started on 2015 and expected to complete in 2020 and priced up to RM1.5 billion. My first impression was I was here to resolve any pending issue related with QAQC and documentation and prepare for the finalization of the project. And yes, my expectation was right. The project consists of 3 packages, constructing 1 Centralised Sewerage Treatment Plant (CSTP), completion of networking system around Cheras and Kajang area (with building approximately 1000 manholes) and also constructing 11 Network Pump Station.

When I step in, my first task is to prepare flowchart for submission of As-Built drawing. Before my time, the sub-contractors are in the midst of preparing the As-Built and I need to prepare the procedures and flow for the drawing approval. As we all know, As-Built drawing are the most complicated drawing of all drawing related to construction since it related to compilation of Construction Drawing, Shop Drawing and what had been done at site.


Therefore, I'd established, implement and maintained As-Built submission procedures and all sub-contractors who submit the As-Built draft will have to adhere the system that I created and since then the flow was in order and keep tracked. The drawing will be submitted to Surveyor, Project team, Design team and lastly to consultants for their verification before the prepare the final draft of the drawings.


Apart from that, I also established new checklist for auditing Sub-Contractors which focusing on the completion of project.

Also amendment of Project Quality Plan to a new revision with mostly according to new ISO 9001:2015 and also to the proper way of preparing PQP which addition of :-

1. Amendment history.

2. Distribution list after PQP approved.

3. New project objectives according to Quality Policy.

4. SOP for As-Built Management

Some of the improvements that I initiate during my time are :-

1. All transmittal for drawing from Sub-Contractor shall attach with list and transmittal will be endorsed after 3 days. This will give ample time for DC to check all drawings submitted by Sub-contractors. This issue raise after problems previously which Sub-contractors ignore our requests to equip with complete drawing as per list after transmittal endorsed.

2. All Method Statement, Material Approval, and NCR which sub-contractor submit and not received any responds within 2 weeks, do let QAQC aware about it. QAQC will follow up with relevant parties (e.g. consultant, project team or any party related).

3. QAQC shall lead any final inspection before handing over to us. QAQC shall invite client, consultant, contract department, and compile all the comments in snag list / punchlist.

Staffing

For the 3 packages, I have each QC Engineer for each package and 1 QA Engineer which centralized all documentation, including preparing of QA system and 1 SL1M trainee engineer. For DC, I have 4 DC which control and updating all correspondence and drawings.
