Contributing to the Development of Inspectors-of-Works
One of the milestones in my training journey began in 2015 when I was given the opportunity by the Construction Inspector-of-Work Association Malaysia (COWAM), under the leadership of Wan Hishamruddin, to develop a training module for submission to the Board of Engineers Malaysia (BEM).
The objective was to create an introductory programme specifically designed for Inspectors-of-Works (IOWs), focusing on the fundamentals of quality management and its application within the construction industry. After a comprehensive review process, the proposed module was approved by BEM and awarded 6 Continuing Professional Development (CPD) Hours. This achievement marked an important step in my journey as a construction quality trainer and course developer.
Delivering Knowledge Across the Industry
Following the approval, multiple training sessions were successfully conducted over the years. Although the programme was initially developed for Inspectors-of-Works, the course also attracted participation from:
Engineers
Architects
Quality Practitioners
Site Supervisors
Construction Professionals
The majority of the programmes were conducted at COWAM's office in Bangi before later being relocated to the association's new premises in Taman Equine. As awareness of the programme grew, requests were received to conduct the physical training in various locations throughout Malaysia, including:
Penang
Johor
Sabah
These opportunities allowed me to engage with construction professionals from different regions and understand the unique challenges faced within their respective projects and organizations.
Course Structure
The programme was developed around four key modules:
Introduction to Quality - Exploring the fundamental principles of quality and its role in achieving successful project outcomes.
ISO 9001 - Providing participants with an understanding of the ISO 9001 Quality Management System framework and its requirements
Quality Management Systems in Construction - Examining how quality management principles are applied specifically within the construction industry, from planning and execution to handover and continuous improvement.
Understanding Contract Documents - Helping participants understand the contractual requirements that govern quality obligations, responsibilities, inspections, and documentation throughout the project lifecycle.
Together, these modules provide participants with a practical understanding of how quality management principles, ISO 9001 requirements, and contractual obligations are integrated into everyday construction activities.
Looking Back
Developing and delivering this programme has been one of the most rewarding experiences of my professional career. As a practitioner who has worked with contractors, consultants, and developers, I have always believed that quality management should be understood beyond documentation and compliance requirements. Through this course, I have had the opportunity to share practical experiences, lessons learned, and real project challenges with fellow construction professionals.
Quality is not merely about meeting requirements. It is about creating systems, behaviours, and practices that consistently deliver confidence to clients, stakeholders, and end users.
Looking back, I am grateful to COWAM for providing me with the opportunity to contribute to the professional development of Inspectors-of-Works and the wider construction community.
