Contractor's Quality Management System CIS 29:2021

Recently, I had the opportunity to carry out a surveillance audit for a construction firm, focusing on their compliance with the Construction Industry Standard (CIS) 29:2021 – Contractor’s Quality Management System.
Unlike ISO 9001, which is designed as a generic quality management standard applicable across industries, CIS 29 offers a more tailored approach. Developed by CIDB, it is specifically designed for the contractor’s ecosystem, providing a deeper and more practical perspective on how quality management systems should be implemented within the construction sector.
This experience was particularly enriching for me. It allowed me to gain fresh insights into both implementation and auditing, especially when assessing clauses that are highly relevant to contractors. These clauses focus on how projects are planned, how systems are established, and how contractors monitor awarded projects—covering critical areas such as contractual obligations, manpower, machinery, and material management.
The audit went beyond routine compliance checks. It involved verifying key industry-specific requirements, such as evaluating the appointment of CIDB-competent personnel (including skilled trades like bricklayers and wiring installers). I also assessed how the contractor ensures that materials procured meet PPS certification requirements, which included items such as steel bars and batching plants.
Being part of the first batch of external auditors for CIS 29 is something I am truly honored and proud of. It is a meaningful step forward, as we collectively contribute to elevating quality standards within the Malaysian construction industry.
My sincere appreciation goes to the Construction Research Institute of Malaysia (CREAM) for the opportunity and for placing their trust in my professional expertise. This experience has been incredibly valuable, and I look forward to continuing this journey of growth and contribution.
